Broken Sewer Line Connection Incentive

Sewer line responsibility
About the Program

Residential and commercial customers within the City of Beatrice sewer service area are eligible to receive an incentive of 25% of the property owner’s cost to repair the broken sewer connection, up to $1,000.

Sewer service lines carry wastewater from toilets, sinks, and drains of your home and business to the city sewer main, usually running under the street and eventually to the City of Beatrice’s Wastewater Treatment Plant. While the City regularly maintains and updates the sewer system, it is the responsibility of each property owner to maintain their private sewer service line. Like many things around the house, private sewer service lines need regular maintenance and upkeep.

Left unrepaired, a broken sewer service line connection can create local contamination issues. To improve the overall environmental quality of our community and reduce the financial impact on property owners, the Sewer Line Connection Rebate Program provides a rebate to repair broken sewer line connections.

Benefits: 25% of the property owner’s cost to repair the broken sewer connection, up to $1000.00
Who’s Eligible:  BPW residential & commercial sewer customers. Eligible properties must be at least 5 years old and have an assessed value of less than $200,000.

How does the program work?
  1. Submit the program application, a copy of your sewer line inspection video, and your contractor’s estimate to the Engineering Department, 205 North 4th Street.
  2. The Engineering Department will review the application and verify proper permits have been obtained through the Community Development Department.
  3. If pre-approved, funds will be obligated for a period of 90 calendar days. Contractor itemized invoice, inspection(s), and verification of payment to the contractor must be submitted to the Utility Billing Department within these 90 days for reimbursement.
  4. New wye, saddle, or Inserta Tee is required.  Re-using the existing connection does not qualify.
  5. The incentive payment will be issued by check to the customer upon satisfactory completion of the project and proof of payment to the vendor.
  6. The City is not responsible for the rebated material’s performance or energy savings and does not provide any warranties or guarantees, expressed or implied.
  7. The City is not responsible for the performance of the sewer connection and does not provide any warranties, expressed or implied.
  8. The program is subject to the Terms and Conditions as outlined here, on the application, and under the General Guidelines.

Why is BPW offering this program?

Failing sewer connections cause a serious problem for property owners, BPW, and the environment. Broken connections can leak sewage into the environment and overtax the wastewater treatment system. This incentive program is intended to encourage property owners to correct their sewer line connections by easing the financial impact associated with the repair.

How do I prove that my sewer line connection needs repaired?

Property owners must submit a video inspection showing the condition of the service line for review, to determine whether the repair is warranted. The cost of completing the video is the responsibility of the property owner. Upon request, BPW can provide a list of contractors who have experience performing this service.
